Well, he manipulates Percy and yes, Percy is dumb as shit.

He kinda goes all “Oregon we’re not really a militia” on the Steamie’s Steamworks. He rocks out some sick donuts on the turntable before Sir Topham Hat (aka in the British version as simply “The Fat Controller” - man Brits are savage) catches them and is like WTF you work for me get out.
